Community Rating System Program
The Community Rating System program (CRS) was started by FEMA in 1990 to encourage
community and state activities to exceed NFIP requirements by reducing insurance premiums
in five percent increments for flood prone properties based on the community rating.
The rating system classifies a community on a 1- 10 scale with Class 1 rating being the
highest, earning a 45% premium discount as shown in the table below. There are currently 226 CRS communities in the State of Florida. Citrus County joined the CRS Program in 2001 and is currently a Class 7 Community, which provides a 15% premium reduction to those policy holders in flood zones A and V and a 5% discount in zones B and C as shown below.

Citrus County has approximately 194 repetitive loss properties. A repetitive loss property is
one identified as an insured structure that has received $1,000 or more in flood damage losses at
least twice within a rolling ten-year period since 1978. One of our goals is to reduce our repetitive loss numbers through appropriate mitigation activities.
The population in the 100-year floodplain is estimated to be in excess of 27,000 persons (2000 Census). As of July 2010, Citrus County has a total of 6,153 policies in force. The total premiums paid for these policies are $4,276,410, which represents a combined insured value of $1,177,490,600. Based on these figures, Citrus County citizens realize a total annual premium savings of $680,290.
